Guide to CA’s Student Support and Professional Development Block Grant (SSPDBG)

California is making historic investments in public education through the Student Support and Professional Development Block Grant (SSPDBG). Designed to offer flexible, multi-year discretionary funding, this grant empowers Local Educational Agencies (LEAs)—including school districts, charter schools, and county offices of education—to tailor resources directly to student support and educator professional development needs.

Whether you are looking ahead to upcoming funding cycles or managing current grants, here is everything educational leaders need to know to maximize the impact of the SSPDBG.

🚀 2026–27 SSPDBG: $5 Billion Allocation (Year 2)

Year 2 of the grant represents a monumental $5 Billion investment. These one-time, fully discretionary funds are designed to give districts long-term fiscal stability and planning flexibility.

  • Total Funding: $5 Billion (One-time, fully-discretionary)

  • Allocation Rate: Approximately $937 per Average Daily Attendance (ADA) for districts, charter schools, and county offices of education.

  • Extended Spending Window: LEAs have a full 6-year spending window, with funds available through June 2032.

  • Apportionment Schedule:

    • First Apportionment (October): 75% of total district allocation

    • Second Apportionment (February): Remaining 25% balance

  • Tracking Expenditures Code: Resource Code 6021

    • Ask your business office for a budget report to see how these funds are being allocated and spent.

📈 2025–26 SSPDBG: $1.7 Billion Allocation (Year 1)

Year 1 laid the groundwork with $1.7 Billion aimed at immediate and ongoing student support initiatives.

  • Total Funding: $1.7 Billion

  • Allocation Rate: $315 per ADA

  • Spending Deadline: June 30, 2029

  • Plan Requirement: Does not require LEAs to have a board-approved plan, streamlining implementation.

📌 Review Year 1 Funding:

🔍  Transparency:

  • Tracking Expenditures Code: SACS Resource Code 6019

    • Ask your business office for a budget report to see how these funds are being allocated and spent. A standard budget report should show the total amount received, how funds are being distributed, what has been spent, and what funds remain available.

💡 Strategic Opportunities for LEAs

With unprecedented multi-year flexibility and freedom from rigid mandates, school leaders can strategically deploy SSPDBG funds to build sustainable, high-impact programs:

  • Expand Student Interventions & School Counseling: Invest in evidence-based academic and behavioral interventions, while increasing school counseling and mental health services.

  • High-Impact Professional Learning: Empower your student support team with targeted professional development to improve integrated services and drive student achievement.

  • Build Sustainable Community Programs: Leverage the multi-year runway (through 2032) to design and sustain community-aligned programs without fear of cliff funding.

Next Steps

While SSPDBG funds are completely discretionary, the grant’s title—Student Support and Professional Development—underscores the vital importance of dedicating a portion of these resources to high-impact professional learning. Investing in targeted professional development is key to building a fully integrated student support team, establishing robust communication systems, and implementing coordinated strategies that effectively address student needs and elevate student outcomes across California LEAs.
