California Career Technical Education Incentive Grant (CTEIG) provides funding for both school counselor positions and professional development, provided these costs directly support Career Technical Education (CTE) programs.

Professional Development: Training for CTE teachers, school counselors, and administrators to enhance teaching and program sustainability.

Proposed for 2026-27: Funding for the California Career Technical Education Incentive Grant (CTEIG) is expected to continue in the 2026–27 fiscal year. According to the Governor's 2026-27 Proposed Budget released in January 2026, the state continues to prioritize career technical education through several mechanisms:
Ongoing Funding: CTEIG has historically received $300 million annually.
Automatic Renewals: Starting in the 2026–27 fiscal year, legislative changes (via AB 1694) allow for automatic renewal of grants for up to three additional years for existing high-quality programs.
Funding Split: Beginning in 2026–27, up to 90% of the program's funding will be designated for these renewal grants, with up to 10% reserved for new applicants.
Funding for Counselor Positions: CTEIG funds can be used for pupil support services, which explicitly include school counseling.
Purpose: School counselors funded by CTEIG must provide career exploration and guidance to help students transition to employment or postsecondary education.
Justification: Significant salary expenditures for counselors must be clearly documented and justified in the grant application as essential for the CTE pathway.
Restriction: Funds cannot be used to supplant existing positions. They must enhance or expand current guidance services rather than replacing local funding for general school counselors.
Professional Development: Professional development is a required component for maintaining a high-quality CTE program under the grant.
Allowable Activities: Training and planning meetings for district CTE personnel, including school counselors, are explicitly listed as allowable.
Conference Fees: Registration for conferences is allowable only if the content is directly CTE-related and intended for CTE teachers, counselors, or administrators.
Exclusions: General professional development unrelated to career pathways or tuition for college credits is typically not allowable.
The California Career Technical Education Incentive Grant (CTEIG) requires a 2:1 local match ($2 local for every $1 grant) for Fiscal Year 2025–26. Staff, including teachers and counselors, must hold appropriate credentials for the career pathway being funded, and applicants must demonstrate a plan for how the program and these funded positions will be sustained after the grant funds have expired.
