Over the past two years, Hatching Results has been proud to partner with Learn4Life Fresno to enhance the delivery and effectiveness of their comprehensive school counseling program (CSCP). Through a strategic, data-driven approach, our collaboration focused on building sustainable systems, strengthening Tier 1 services, and fostering meaningful alignment between school counselors and administrators across all sites.

The Appropriate Role of a School Counselor
At the heart of a thriving school is a comprehensive, student-centered school counseling program. School counselors are not merely reactive problem-solvers or academic schedulers—they are proactive leaders, data-informed decision-makers, and equity advocates who address students' needs across three core domains: academic development, college/career readiness, and social/emotional growth.
Aligned with the American School Counselor Association (ASCA) National Model®, school counselors use a Multi-Tiered, Multi-Domain System of Supports (MTMDSS) to ensure that every student—not just those in crisis—receives the appropriate level of support. From delivering schoolwide Tier 1 lessons to implementing targeted Tier 2 interventions, school counselors help foster equitable access to opportunities, close achievement gaps, and create safe, inclusive learning environments.
School counselors also work in close collaboration with administrators, teachers, families, and community partners. Their work is not isolated—it’s systemic. They use data to drive decisions, identify barriers to student success, and design programs that positively impact outcomes at both the student and school level.
When fully empowered and well-supported, school counselors are among a district’s most valuable assets in ensuring all students are seen, supported, and successful.
Key Highlights from Our Partnership
1. Tier 1 School Counseling Lessons Aligned Across All Sites
To ensure every student receives foundational support, the team successfully implemented one Tier 1 lesson per grade level across all Learn4Life Fresno sites. All students—whether enrolled in independent study, virtual, or hybrid programs—receive Tier 1 lessons without exception.
These lessons cover high-impact topics that addressed academic achievement, career exploration and readiness, and social-emotional well-being of all students, aligning with the ASCA Student Standards: Mindsets & Behaviors for Student Success.
2. Resources That Engage and Inform
In partnership with administration, the Learn4Life Fresno school counseling team developed:
Tier 1 promotional videos to raise awareness about the delivery of tier 1 school counseling lessons across all sites were shared with students and staff
Marketing materials to communicate the role of the school counselor, menu of MTMDSS services, and the value of school counseling lessons
A school counselor survey to continuously refine and improve Tier 1 counseling content
3. Systematizing School Counseling Practices
From developing an annual calendar of monthly school counseling program responsibilities to creating a School Counseling Program Handbook, the CMO established clear, replicable systems for delivering services consistently and effectively.
About the School Counseling Program Handbook
One of the lasting contributions from our partnership with Learn4Life Charter Fresno is the development of a comprehensive School Counseling Program Handbook. Designed through a collaborative process, this handbook serves as both a guide and resource for school counselors and administrators to implement effective, equitable, and data-driven services for students.
It outlines clear expectations, aligned with national standards and local priorities, for how counseling programs are defined, managed, delivered, and assessed. From program vision and annual planning to family engagement and impact evaluation, the School Counseling Program Handbook helps ensure consistency and sustainability across sites.
4. Strengthened Collaboration Between Administrators and School Counselors
This partnership also helped deepen collaboration between site administrators and school counselors. Together, they used data to co-develop Annual Student Outcome Goals, enhancing alignment and shared ownership over student success.
5. Proactive and Responsive Supports
To create a more proactive and streamlined school counseling support system, Learn4Life Fresno implemented:
Crisis protocol visuals and flowcharts
Site-specific needs assessments and pre-intervention surveys to inform Tier 2 school counseling services
These tools helped ensure that students received the right support, at the right time, in the right way.
6. Cross-Functional Task Forces for Long-Term Success
To support sustainability and continued improvement, we helped ignite and facilitate a collaborative structure made up of committees focused on:
Tier 1 School Counseling Lesson Plans:
This committee is responsible for the annual review and update of the region-wide aligned Tier 1 Scope and Sequence. These updates will be based on the current, shared needs of the student population and consist of lesson plans with accompanying slide presentations and pre-post survey refinement. Biannual site Tier 1 delivery feedback data is also used to determine necessary updates such as student engagement activities, content, and organization.
School Counseling Program Handbook:
The region-wide Learn4Life Fresno school counseling program handbook legitimizes and codifies the role of their school counselors, ensuring consistency across all sites. The committee will review and provide updates annually to ensure clear CSCP alignment with the region's strategic plan, establishing uniformity in school counselor roles and defining what the program is, and is not. This clarity supports a continued shared understanding of appropriate and inappropriate duties, promoting accountability, effective communication, and strategic collaboration. Moreover, it reinforces the program’s commitment to equity, access, and success for all students by outlining key efforts to meet diverse student needs, providing a clear rationale (“why”) for the program’s existence and operation.
Promotion & Technology Needs of School Counseling Program:
The Promotional Committee manages several key tasks to boost student engagement and participation in the multi-tiered, multi-domain supports offered. A region-wide folder of resources was created as well as a Tier 1 school counseling lesson video, and will be updated annually. This team collaborates with the region’s marketing department for universal flyers (A-G, dual enrollment) and site team members are encouraged to partner with community liaisons for social media access. This committee is also developing a how-to video for region cohorts, mass messaging, Google Classroom, and recurring communication. Finally, a centralized website for North Region school counseling teams is under discussion.
Communications & Publicity:
This committee is focused on developing universal documents—such as annual calendars, monthly checklists, and key updates—to improve communication and collaboration with educational partners, including teachers, administrators, and support staff. They successfully created a region-wide annual calendar for the 2024-2025 school year that will be updated each year. In addition, they also developed a coinciding school counselor monthly duties overview for the North Region. Sites were given access to edit the calendar to suit their specific needs. The committee will meet quarterly to review and update the calendar and monthly duties as necessary.
These groups were instrumental in systematizing and elevating school counseling services across the region.
